I am not a PvE player but I heard Celestia is the strongest PvE class, well Noah is very strong after his release

Despite the fact that he asked for Ara and you can still wait ~half a year until Noah EU release..
I would recommend Shakti because of her high dmg and good buff / debuff abilities.

Shakti > Devi > Apsara (after the nerfs)
