That is true. However, since this Forceskill is so special, i would say that it sounds credible to me that it will only drop in 11-1.
Legendary is Raid lvl stuff after all. And 11-1 is kind of a raid in the sense, that you can only go through there by yourself.
Yeah, I'd say lore-wise it makes sense that this Force drops only in 11-1.

Do we know if there are differences on dropping this by running different difficulties of 11-1?
And just to make sure, are Force skills in general able to drop for chars that aren't 3rd classes?

To be fair, in the videos I saw there was a good character diversity.
I mean, surely there will be better performing chars than others, but it seems that there aren't deadweight chars (NW maybe? lol).
Just look at how many chungs are in every video, pretty much spamming shields for more survivability and so on.

Yeah it's probably for server performance, still 30 seconds are a lot. 10 should be fine too
