And yes, that is a +9 top. I used the scroll from the Harmony Festival on it. But that will only come into relevance much later, when you're aiming for 300k+ CP to get into the upcoming Demon World raids. Let's see what I did here to get to 70k CP.
You get a free Elyanod set from completing the Epic quests at Water Dragon's Refuge. The quests before that award a few Elyanod Magic stones, which you can insert into your Elyanod set at Agaur in Elyanod City. You can get more from drops in Elyanod dungeons, or from trading dust at the Elyanod blacksmith. Dust comes from dismatling Elyanod stones. It also drops in Debrian Lab, which is the farming spot of choice because it has two minibosses, thereby increasing your chances of getting stone drops. I would stick to the first two dungeons at first though, because most farmers in Debrian run Normal, and that needs 100k CP for entry. The place is rough solo, even on Story, without decent gear.
The Elyanod set gains bonuses as you fill in the pieces with the same-colored stones at Agaur. You'll want the one that corresponds to your attack type. I'm a Regnator here, so mine is magic attack, and therefore I want blue Elyanod stones for the magic attack bonus. Physical classes should go for red.
For the basics, you'll want to start with filling out a couple of pieces with stones of your color. That will be enough to get you into the Add dungeon.
There is another, arguably easier, way to get to 70k CP from scratch, and that's the thing I wrote down in the 50k CP spoiler, to farm a Hero set. The Elyanod set has greater potential in the long run than Heroics, and is the gear of choice for most high-CP folks, but Heroic has repeatable quests that award gear boxes, significantly cutting down the number of runs needed to get an entry-level set. On the other hand, you can build an entry-level Elyanod set almost passively by doing the Epic quests while doing your 3rd jobchange. So pick your poison, but once again, don't stress on it too much. The real grind starts with Void.
