Well, that's actually referring to the titles that first charge you 60 bucks to then throw all the paywall, dlcs and loot boxes at you, but I can imagine F2P publishers charging the same price in the near future.

The problem with Xenoverse 2 is that they already have like 6-7 DLC's. And they're not cheap, too.
So i don't see the point of why putting a P2W bootleg version of Dokkan, like what the -, Bandai. -

Would you rather have just a little money from the physical copies and the DLCs you sell, or would you want even more money from all those P2W cash grab elements that are super easy to implement and work just like drugs when it comes to generating addictiveness?
